Is it wrong to purchase programs that monitors peoples online activity and emails such as spyrecon?

There are countless programs on the internet that claim they have the ability to spy on remote computers, recording keystrokes, and promising to deliver pwords. I have two questions about these programs. 1. Is it illegal? 2. Do these programs actually work?
