How do you get into the (anime/toon) voice acting industry?

The big American cities to go to if you want to be a voice actor are LA, New York City, Houston, and then Vancouver, Canada. Make sure that you provide unique voices on your demo reel, people don't want to heard something that's already been done. Good luck!
